What the title is trying to convey, I believe, is the installation of benches that are designated for people who are interested in conversation with strangers, to help people connect in an environment where typically folks would keep to themselves.

He’s trying to get the media to echo the term, to get it into public discourse to describe these protests, so that when he tries to invoke the insurrection act, everyone is primed for it already.
